Information for Relatives and Friends of Prisoners of the G20-Protests

With this paper we want to give you a guide, to make it easier to contact, visit, send letters and packages or to make a phonecall with your people in the prisons in Hamburg.
Unfortunatly we only have detailed and secured information for the Prison Billwerder until now. The process in the Pre-trial Prison Hamburg (UHA-HH) and the Prison Hahnöfersand will be similar to the ones in the Prison Billwerder, so this paper can still give an orientation. If there are known differences to Billwerder we explicitly highlighted them.
We hope that this guide will help to get around a little better in this stressful and disturbing situation.

Prison Billwerder¶

The Prison Billwerder is a Prison for carrying out the prison sentence under lock up. It has 773 places. It is in charge of male pre-trial and convicted prisoners. There are as well 100 places for adult female convicted prisoners and female minor and adult pre-trial prisoners.

How to get there:
The best way to reach the prison is with the car. There are parking places at the prison. Otherwise you can get there with the train, S-Bahn number 2 and 21 (S2, S21) until the stop ‘Billwerder-Moorfleet’. From there it is around 1500 m until the prison. There are signs showing the way.
Visits in the Prison Billwerder¶

In this section you will get to know everything necessary if you want to visit a prisoner in Billwerder. It is not so easy. You need, for example, to come during the visiting times and not when it would fit you the best. Also you need to announce your visit before on the phone.
Registration to the list for visitors¶

All visitors have to be put down on a list with their full names by the prisoner they want to visit. Only after that, a visitor can get an appointment for a visit. If possible, agree early with the prisoner that they put you down on that list. If that happend, appointments for a visit can be made over the hotline of the Visitor-Phone in the Prison Billwerder.

Since the Visitor-Phone is very busy, you often have to wait until you get through. Your patience will be challenged, stay on it.

As in all prisons the Prison Billwerder has fixed Visiting-Times.

A prisoner is only allowed a visit every two weeks. Visiting-Times are differenciated by even and uneven calendar weeks throughout the different houses of the prison. In calendar weeks with uneven numbers prisoners of the houses 1, 2 and 3 can be visited, in calendar weeks with even numbers prisoner of the houses 4, 5 and 6 can be visited.
Who is allowed to visit?¶

A prisoner is allowed to be visited by maximum 3 adults at the same time. Children can come additionally. Alltogether not more than 6 people can come to a visit. Children younger than 14 have to be accompanied by an adult. Youth between 14 and 18 are allowed without company of an adult if they have a special visitor permit from the director of the prison. All visitors have to bring a valid ID or passport. Look out that you don’t come drunk or drugged to your visit. Only the suspicion of that allows the prison staff to deny you access to the prison.
How is a visit going?¶

Half an hour before your visiting appointment you need to arrive at the prison and report at the gate. Visitors who did not report until 10 minutes before their appointment will be denied the visit.
If you stand in front of the prison there is a door on the right of the big gate. Go to the door and ring the bell. Prison staff will answer over the speaker. Tell them, that you want to visit a prisoner of the Prison Billwerder and that you made an appointment.
Prison staff will open the door, walk diagonal over the yard to the glass box. There you need to show your Id / passport and you get a key for a locker. Lock your jackets, bags and things from your pockets. After that you will get searched.
On the key is a number for the locker, it is also the number for the table in the visiting room.
Take care to keep the given seating arrangement. Children are also allowed to sit at the table. There is also a little children’s play area.
The visit is constantly and directly surveiled by cameras and prison staff. Prison staff can also end the visit at any time, if they assume suspicious behavior.
What am i allowed to bring to a visit?¶

You are not allowed to bring any objects or money, you have to put everything into a locker before entering the visiting-room. You are also not allowed to give the prisoner letters or anything else. If you get caught giving something to the prisoner or receiving something from them you will get be banned from the prison. Visitors are allowed to bring the following amount of money for the vending mashines: 1 adult max. 10 euros, 2 adults 15 euros, 3 adults 20 euros in coins.
The Prison-Account¶

In the Prison Billwerder prisoners are regularly allowed to buy things for everyday use. But they are not allowed to have cash inside the prison. Instead every prisoner has a so called Prison-Account on which you can transfer money to them. With the Prison-Account they can pay their shopping without cash.
Transfer to the Prison-Account¶

If you want to transfer money to the prison-account of a prisoner, the money needs to be transfered to the Prison Billwerder. It is not possible to put cash directly onto the prison-accounts.
The Prison Billwerder transfers the money to the relevant prisoner. To make a transfer to the Prison Billwerder, use this account data:

As ‘subject’ on the transfer paper you need to put the name and, if you know, the date of birth of the prisoner the money should go to. Since the money has to be transfered another time internally, it can take some time until it arrives at the prison-account.

Top-Up phone credit¶

Prisoners of the Prison Billwerder can apply for a phone allowance. If they received such an allowance, they need to unlock certain phone numbers to be able to call them. To be able to make a phone call, the prisoner needs to top-up credit to their phone account. You can do the top-up for them. The money for the top-up needs to be transfered to the bank account of the provider. In the Prison Billwerder the phone provider is the company Telio.

As ‘subject’ on the transfer paper you need to put the number of the phone-account of the prisoner the credit should go to, it is 7 numbers long. Otherwise the money can not be connected to them. The prisoner needs to tell you the number of their phone-account. They can find it on the letter that also has the PIN-number they need to type in before any phone call. The minimum amount for a top-up per money transfer is 15 euros.
Faster then through money transfer is the top-up via homepage of the provider. Just go to mytel.io and follow the instruction there. Also for the online top-up you need the 7 numbers of the phone-account of the prisoner.
Letters, packages and to phone¶

Prisoners in Billwerder are allowed to receive letters and packages as in every other prison. But there are strict guidelines for packages and it is only allowed to receive them on special occasions.
Letters to and from a Prisoner¶

Prisoners in Billwerder are allowed to receive and send letters, the amount is without restriction. It is possible for the direction of the prison to deny someone mail, for example with the justification of keeping the safety and order of the prison. The prison staff is allowed to control letters that are send and received. Be aware that they are doing this but don’t let this restrict yourself too much. It would be for example of interest, if the letter contains coded messages or if illegal things are talked about or send with it. In such a case the prison can keep the letter.
To phone¶

Prisoners in Billwerder have the possibility to apply for a phone allowance. This allowance is usually granted unless they fear the prisoner will abuse the possibility of communication. If the prisoner received the phone allowance , they also receive a PIN-number and get a phone-account that needs to be topped-up with credit. How to top-up phone credit we explained above.
Is the allowance received and credit on the account, prisoners can unlock up to 30 phone numbers. Usually landlines are preferred. On the application for unlocking of this phone numbers, the prisoner has to document who’s phone numbers that are and in what relation they are to them. In Billwerder, prisoners are allowed max. 12 hours of phoning per month or use of max 150 euros phone credit per month.
Packages to the prisoners¶

Prisoners in Billwerder are allowed to receive packages. It is not allowed to receive food, drinks or tobacco in those packages. The prisoner receiving a package needs to apply for its reception before.
Packages of clothes¶

Prisoners in Billwerder are allowed to wear their own clothes. Two times a year they can receive a package with clothes. For that, the prisoner has to file an application. If the application was approved, the approval has to be deposited at the gate. If that happened, a package with clothes can be brought to the prison or send by post. You should try to send the package within 4 weeks after the approval. You can put clothes and shoes in the package. Take care it is packed in a stable carton box. Unpacked clothes or clothes in a bag are not taken in by the guards. The package also needs to have a readable sender (first and last name and address). At best, you also put a list of the things inside the package into the package.

The Pre-trial Prison Hamburg is a prison under lock up with around 400 places. It is mainly responsible for pre-trial imprisonment or police-arrest, as well as for the proceedings of court hearings.

How to get there:
Easiest to get to the Pre-trial Prison is with public transport, there are just few parking possibilities around. The trainstation ‘Dammtor’, where also regional and international trains arrive, is close to the prison. Also close is the underground station ‘Messehallen’. To go with the bus to the prison exit at the stop ‘Sievekingplatz’.

Prisoners are allowed minimum 1 hour visit, pre-trial prisoners minimum 2 hours of visit per month. Minor prisoners and minor pre-trial prisoners are allowed 4 hours of visit per month.
Visitor-phone¶

Visits can only happen after agreement for an appointment: the first appointment for a visit needs to be made by phone. Keep all important data of yourself and the person you want to visit ready and be ready to take notes.
With pre-trial imprisonment it can be, that the visit needs to be applied for at court, the prosecution or the police. In that case you can ask at the Visiting-Center.

If the regular visiting times are of extraordinary stress for you or the prisoner, the prisoner can, in exceptional cases, apply for an extension of the visiting time.
Who is allowed to visit?¶

Not more than 3 people, including children are allowed on a visit.
How is a visit going?¶

You need to register around 20 minutes before your appointment at the Pre-trial Prison. If you are late, the appointment is not getting extended and can not be repeated. If you can not come to the appointment due to sickness or for other reasons, cancel the appointment per phone.
The Pre-trial Prison has an own Visitor-Center. The entrance is at the street Holstenglacis. The entrance is built accessible for all people. There is a ramp as well as a lift for wheelchairs.
For your visit bring a valid ID, passport or similar identification papers!
Furthermore you need a 2-euro coin to put the things in a locker you can’t bring into the visiting area. After unlocking the locker you get the 2 euros back.
At the visit you are allowed to exchange the clothes of the person you are visiting. But check before that there are no objects in the clothes, for example the pockets.

What am i not allowed to bring to a visit?¶

You are not allowed to bring phones and other valuables to the visit. At the entrance there will be a control of people and bags. During the visit it is not allowed to hand over any kind of objects (also no food, drinks or tobacco).
Without clear agreement you are not allowed to give anything to the imprisoned or receive anything from them. Behavior against these rules can lead to immediate break-off of the visit.

If you want to transfer money to a prisoner use the bank account data of the Pre-trial Prison. It is important to put the name, and at best also the date of birth, as the ‘subject’ of the transfer. If the money should be used for a single shopping in the prison-shop, note this in the ‘subject’ with the word ‘Zusatzeinkauf’ (additional shopping).

Cash-transfer¶

It is generally not possible to transfer cash on the accounts of the prisoners. Only money that leads to immediate release is taken in cash (for example bail).

Arriving and outgoing mail is generally controlled for prohibited objects. If applicable also the text can get controlled.

Also in the Pre-tiral Prison, prisoners can make phone calls through a phone system with costs. Therefore they need to apply for a Phone-Account. Unfortunately we do not yet have information on how this account can be topped-up with credit and how you can support the prisoners doing so.
The prisoners have to get unlocking of phone numbers they want to call by the prison. For that, the prison will make one call to the number to proof that the call doesn’t get forwarded to another number. Prepare that this phone call will come and try to avoid redirecting your calls to other numbers during this time.
Phone calls have a time limit, prepare for that. The court can deny someone the possibility of phone calls, limit it to certain numbers or order acousical surveillance.

Prison Hahnöfersand¶

The Prison Hahnöfersand (JVA HSand) includes the sectors of pre-trial imprisonment, open and closed imprisonment as well as a therapeutic department. There are 176 places in the prison. Furthermore 20 places for arrest in the department of youth-arrest which is also a part of the Prison HSand.
